The company Principal, Ronald Simmons, is a nationally recognized subject matter expert on the FEMA Public Assistance program based on the Stafford Act. For over nineteen years he has worked in the Recovery field holding various management positions within FEMA, NYSDHSES, and private disaster recovery firms.
He began his career as a FEMA Inspector documenting claims for applicants that were victims of a flood in New York State. In 1999 Simmons began working for New York State as their PAL Program Supervisor, actively managing the field operations of many disasters, including the World Trade Center Disaster of September 11, 2001. In his positions with FEMA and NYSDHSES, Simmons personally influenced many of the practical application procedures, processes, and protocols relating to application of the Stafford Act policies and interpretations of the Public Assistance program.
In 2003 he joined a private disaster consulting firm where he developed and managed an entirely new line of business to allow states to outsource their staffing needs when working with FEMA. As the Director of the division he personally trained and managed over 175 consultants serving clients as diverse as the State of New York, the Commonwealth of Massachusetts, and many counties, port authorities, hospitals, universities and municipalities impacted by Hurricane’s Katrina, Rita, Gustav and Ike.
As the Principal of Simmons Recovery Consulting, Simmons has assembled a team of outstanding professionals with extensive experience in the FEMA PA Program. Most have also had very successful careers in private industry, engineering, or the construction trades. Simmons has personally trained many of the consultants at SRC and validated their competencies and grants management skills. Although they have come from varied backgrounds and wide ranging experiences, they all share one common goal today – dedication to providing the best possible representation for our clients in the FEMA PA process.
The SRC team utilize their experience and knowledge of the FEMA Public Assistance Program and combine it with clear understanding of the needs of the three partners in the Disaster Recovery process, 1) FEMA, 2) the State or grantee, and the 3) applicant or sub grantee (our clients). Having this unique perspective, of understanding the group needs, benefits SRC clients.
Successful negotiations and creative solutions and strategies can be devised that meet everyone’s needs, while achieving our client’s goal of obtaining the maximum amount of financial recovery possible. SRC puts client’s problems into a solution that will fit into the proverbial box so it can be funded.
When FEMA and the client cannot reach agreement on an issue an appeal may be appropriate. Simmons has the experience and expert knowledge to understand when an appeal is necessary, and the detail knowledge to craft an appeal that has the highest probability of a successful outcome for the client. Simmons has personally prepared many appeals and has an enviable record of success.
